Vacuum isn't involved in a '99's brakes or steering.
My bet is you haven't bled all the air out of it.
Jack the front up and turn the wheels stop to stop several times making sure the fluid level stays up.

Is there any fluid circulating in the pump? Is the releif valve stuck? Relief valve is screwed into the back of the pump where the pressure line goes in.

I believe the vacuum pump gear turns the power steering pump. There could be something broke causing the power steering pump to not turn. You probably need to tear it apart and check. Someone more knowledgable may chime in with more help since I have not done this yet...just read about it.

Try www.fixinrams.com for info.

Yes.
The two pumps must be aligned just right so the two pumps come together.
If there is a little space inbetween pumps and you force it together with the bolts it breaks off the gear.
Very common mistake. Take it apart and check.
Think the gear is available separately for cheap from www.fixinrams.com

Did you R & R the two pumps as a unit or just the PS pump by itself?
