Try bumping the starter and seeing if the pump will start again... If it does check the pump for a loosen or dirt connection.
But 12 PSI at idle is a bit low...
I would also do the volume test as described by DC. It is fairly easy to do...
Find a clear one gallon jug... (Windshield cleaner bottles are great - Walmart stuff)
Measure out 45 Oz of water into the jug and mark it with a marker. Dump the water after marking the jug!
Disconnect the rubber hose going between the VP44 and the lift pump... Hook a piece of rubber fuel line to the pump line.
Place the end of the hose into the bottle...
Bump the starter (DON'T TRY TO START!)... Let the pump run the cycle... Listen also to the pump for odd noises...
After the pump stops check the level of fuel in the jug...
If the level is over the mark the pump passed DC testing... Retest again to be sure if it close to the line...
If its below the line then the pump has failed...
I hope this helps...
