Help voltage problems

I have noticed recently that my voltage has been staying low while the truck is running. At first I just thought this was my heater grid, but it stays low the whole time. The batts are new and the alt is new. I checked the codes and I have an active code for P0382 wich is relay 2 heater grid. Is this relay causing my heater grid to pull this much power. This morning my check guage light came b/c the voltage was so low.
