EXCESSIVE HEATER OPERATION

1992 Dodge Truck k 250 Pickup L6-359 5.9L DSL
The intake heater cycles on excessivly even in warm weather. When I step on the brake this usually also cycles on the heater, the dash warning lights flash and gauge shows a disharge. The ECM is new and I have replaced the charge AIR TEMPERATURE SENSOR.
Yes I know the brake system uses a seperate computer and is not part of the electronic engine controller. But there has to be some kind of connection??
Any help in this matter would be greatly appriciated!!
