Diesel fuel is non conductor, so doubt it is real issue. Water and crud or corrision is another matter. It rally sounds like VP44 is biting dust. Dealer and Cummins have a set of wiring that runs pump without electronics. It has limited abilities but enough to see if pump is functional by its self.
I highly doubt its the vp44 because I have had the whole fuel system opened up twice and its re primed both times and when it cuts out and bucks the fuel pressure never drops. I took the van aaken out of the loop this morning and it has ran with no problems as of yet. My thinking is the van aaken is fried from running down too many washboard bumpy roads.

Not to be Mr. Glass-half-empty here, you also need to realise, that the VA will amplify problems that are further down the line, as it is supposed to do.
A chip will not only add power, but when things start going wrong, you will notice them first with the chip "On".
Don't be totally surprised if you have further problems in the not so distant future.
