I always start @ # 6 and work my way forward and some times you will have to wiggle the lines to make sure the seal is broke between the connector tube and line. It may take a little bit but it should get her running

P1698 No CCD/J1850 Message From TCM No CCD/J1850 messages received from the electronic
transmission control module (EATX) or the Aisin
transmission controller.

so do I loosen em and just cycle the key or crank till theres fuel?

I tried doing a search for the code but started finding too many things from crank sensor to cam sensor to bad computer to burnt vp44 harness etc. that could be a problem for that code

Do not put parts in without testing to know what you need , now with that out of the way , its common with the vp pump that when the lift pump goes out [ the motor can run , but not pump fuel ] , that the vp will run enough to start , then that shortens the life of the vp / working too hard .
Just noticed the gauge in your sig. , did you see the fuel pressure go before/as it died .
You may want to put your location , in case a member is in your area , may help ?
Is that your original vp pump ?
Try disconnecting the box's .
Do you have fuel pressure with the new pump [ gauge showing ] , then do a pressure test at inlet to vp .

ok just got back in from workin on her more, had 1,3,4, loose had dad crank while I watched, got fuel on 4 then 3 then the truck tried starting, tightened them got fuel at 1 tightened it and she finaly fired and stumbled for a few seconds and is now running, back in july i saw the gauge dropping intermittent so I replaced the lp before doing damage this time it was early morning driving and the engine just shut off no gauge flux or engine stumble, looked down at the gauge and 3 psi or less, had her towed lp was running but no fuel getting to the filter so figured the impeller came off the pump motor, took a few days for the new pump but it was replaced free, this airtex only lasted 4500 miles
i am in south jersey near philly
thanks for all the help, my buddie just bought this same truck in a 3/4 ton he is lucky i am learning to do all this before he has problems lol

I'm a HD mechanic by trade and my '01 is one of the most difficult engines to bleed that I've ever worked on!

In contrast my '03 is by far the easiest! No need to crack injectors. Just crank.

I've never had a problem with the filter either but after doing injectors with dry lines, whole different story.......
