Would strongly recommend against pouring ATF in your fuel filter bowl!
Crack lines as stated above.
Bump starter and let your LP run for approx 10seconds to build pressure...
Crank motor over until fuel is present at the high pressure lines..
close lines and crank again...
If if doesn't fire after 5-10seconds crack lines and try again.

it still wont start do i need to completely loosen the lines? i heard a rumor that if you soak a rag in gas and put it into the intake and crank it over (making sure the rag doesnt get sucked in) that it will crak over

I would also advise you not to do the gas soaked rag, here is a really simple and easy thing to check that lots of folks over look. Have you checked to make sure that your lift pump is actually flowing fuel. On my 01 it would turn on and you could hear it but it still wasnt flowing any fuel. Just open your fuel bowl and turn the key on, it should fill and overflow your fuel bowl within a couple of seconds. I pretty sure that the specs on a 3rd gen pump is 450 mL or more in 30 seconds but im not sure on a first or second gen. Probably the same or very close. Good luck. Also your fuel system should purge itself of air without you having to crack your fuel lines, thats mostly for the good old P pumped engines

How much fuel in the tank?
If you want to try to start it off the intake, try small amounts of ether.
People usually aren't joking about using ATF because it was commonly used back in the old days as an additive but modern friction modifiers and pump tolerances have made is a less than desirable choice as a fuel additive. I personally fill my fuel filter with Power Service before installing it but I'm sure that there are those who would disagree with that too. If you need lubricity (the original goal of using ATF), general concensus seems to be to use 2-cycle oil.

i have half a tank of diesel. the engine doesnt want to crank over it sounds like the batteries are dead but they are brand new yellow top optimas. if i didnt know better i looks and sounds like there is some kind of clog in the vp44 but theres no way anything could get in there to clog it.
