94 wont start or prime after running out of fuel

I just got a call from a stranded friend, said his 94 felt like it was starving for fuel, figured his erratic gauge ran him out of fuel. Put 20 gallons in the tank, filled the empty fuel filter, bled the injectors, but only 5 and 6 would prime. still no start, and 3 hours later, he calls me. I told him to check the filter, now half full. Could this be a draw straw or lift pump issue??? Anyone with any ideas, I will stand by to pass them on to him until he gives up and has to tow it(something he cant afford at the moment).

Ok, he is going to leave the truck until tomorrow, he got a ride from the wife. Any ideas will be revisited then. Thanks in advance for any ideas.

First, you did prime the pump with the lift pump primer until you heard the overflow valve start hissing?

Had a 95 that had the same issue, come to find out the fuel line had rubbed the frame just behind the cab and gotten a hole in it, with the lift pump sucking fuel it was also sucking air so we never saw it leak... just my $.02

We had an issue with our 98 where the steel elbows that come off the top of the tank had rusted out right before the plastic connectors. Had a leak but never saw anything wet.
