Did you do it or have a shop install the shaft?

Sounds like something didnt get installed correctly though I'm FAR from an expert on autos.
just sounds like a stuck valve/solenoid not alowing the fluid to change directions.

when you hung the OD back on the trans, did you take care to align the two pipes without tweaking them?

Do you have reverse as well?

It is 99% something didn't go back together right in the governor, i.e. the governor valve is stuck, the shaft or weights are damaged or assembled wrong or the sealing rings on the gov body or the OD housing bore where they ride were damaged upon reassembly.

Next thing to do is strap a pressure gauge on to her and check line pressures as well as governor pressures. Do you have the DC manual?

Let us know.........

He did break a shaft so I was wondering about the "debris" factor. Might be a small piece stuck in the governor.

Well Got...diesel hit the nail on the head. I didnt line up the tubes. I figured it out when I pulle the tail housing back off and the tubes were bent. Everything is back together again. I will never do that again I guess you live and learn
