Neighbor changed fuel filter and now truck won't start--she said it started and ran for 2-3 seconds, but now it won't start at all---It's showing a p 1693 code when you cycle key 3 times. It also has been hard to start for past 10 days or so. Any Ideas? Thanks, Matt

 

That is the companion code, telling you there is another code.

You'll have to get it scanned to find out what the code is.

I'm betting that the lift pump has died, and she's been running on just the VP44 for a while, changed the fuel filter breaking prime, now it won't start since it can't get fuel past the filter bowl.
