1998.5 Died, popped when quit

1998.5 Cummins 24v, 5spd 4x4 Qaud cab SB, 186k, intank lift pump with newer VP(I didn't do it, but guessing in the last 30k). Truck has been running great 22mpg what not, downshifted from 4th to 3rd, got on it, heard a pop like a intercooler boot coming off, truck died immediately. Truck has fuel at the banjo bolt before Vp, and when I loosen the three injectors fuel comes out in pulses but they are not heavy squirts. Got some codes but don't remember them off hand, will scan again shortly.

Those are the codes, I cleared them, and cranked it and none of them would come back, does that mean anything, why would the VP die with a steady flow of fuel

It could have just been weak, have you checked the volume of the fuel system? Are you saying the truck is running now, or just cranking? Sounds like the pumps either 1: Dead 2: has a bad connection.
I use the VP-44 tester which is a stand alone controller for the pump and confirms a dead pump not ECM/PCM issues. With that said about 99.5% of your symptoms indicate a bad pump!

How would I go about having it tested, will they test it when I send it in as a core

We'll all the tester does is eliminate the possiblity of another problem.
The experience of most everyone on this site will tell you for the most part the pumps done. It would be a very rare case if it was somthing other than that. It wouldnt be tested when you send it back (atleast for your sake), At that point its a core so they'll rebuild the pump and send it back out.
Now, You will know if the truck isnt fixed when you put the new pump on if the pump wasnt the problem! Check all your connections first. Double check your fuel pressure and volume, If all's in check I'd say you'll need a pump!

1689 is usually regarded as the "Death Code" for a VP-44.
I'm on pump number 3 in the past 3 years.........

Good Pumps are hard to find.
