International 466 hesitation

I just bought an 03 international b4400 truck with a 466. My driver has noticed a hesitation after comming down a long hill holding back with the tranny only at about 2200 rpm and when he steps on to grab another gear he says there is a hesitation. I have not run into it myself so any ideas ?

When was the last time it had a fuel filter put on it? Has the fuel pre filter screen been cleaned?

It is behind the fuel filter, it is a small plastic round housing. Unscrew it ccw, it is o-ring sealed so it is there will be resistance coming off. Pull it off remove the screen and clean it and the housing, refill with fuel and reinstall. I use brake clean then low volume compressed air to blow it out.
