ULSD = smoke?
Sulphur itself in the fuel doesn't cause any significant emissions problems, but it is very corrosive to emission-reducing equipment such as EGR systems, the converters in cats, and particulate filters.
That's why the EPA mandated the sulphur reduction...
Also the new diesels will require low ash oil to avoid plugging the catalysts and particulate filters. Of course, low ash oil costs about 15% more.

. My truck usually gets high teens to low 20`s depending on how hard i am on it. Could be I got a combo blast of ULSD AND winter blend
Maybe its the winter blend thats killing mileage? Hopefully Ill be making bio soon so it wont be a problem 
When you burn more fuel to go the same distance, sure youre not putting out as much sulphur with the ULSD, but theres other things that come out of the pipe too. Theres no way for me to tell here until spring since we'd be on winter blend and thats close to the time ULSD was started here.

I filled up with ULSD today and it was the first time i noticed the sticker on the pump. The last two months I have noticed that the fuel looked and smelled a little different, so I think they might have had ULSD for a little while now and waited to put the sticker on like someone else mentioned. I really haven't noticed a difference in mileage, I know the winter blend is being dropped at gas stations now. I use to work for a fuel company and it was about this time of year that we would change over the additive that we kept on board in a tank on each fuel transport semi. If this ULSD is a solvent like Bio is, think of all the crud in the under ground tanks thats getting mixed in with the fuel now. I wonder if the stations have to change the filters on their pumps more if its true.
