Guardrail

I've had this problem on my Chevy for years without a fix and now my Dodge is doing it.

Passenger seat belt locks up and will not release. It just keeps getting tighter and drives my wife nuts. (short trip )

Is there any easy fix for this, or will it require a trip to the dealer?
