33% CP3 and Rail Pressure

33% CP3 and Rail Pressure
Does your rail pressure go down when you put a 33% CP3 in? I have the smarty set to #3 on rail pressure and i can't get my pressure over 22,000psi. With a stock Cp3 and quad race I could get it up to 26500 psi. Any thoughts? I have the Smarty Pod set to power 99, Sw#7,trq #3, rail pressure #3 and timing #4. With a stock Turbo I can't get my EGT's over 1250 deg's and i don't feel any extra power either. Possible bad CP3 maybe?
