wait to start light

What causes my wait to start light to not light up? Winter is on its way and if something is wrong I want to get it fixed ASAP.

Ambient air temp.
Around this time of year...sometimes my Wait to Start comes on, sometimes not. You might just be on the cusp of it kicking on.
