Why does my engine drop rpms slowly?

If i have truck in neutral or park and bring rpms to 3000 it takes like 5-9 seconds to drop back to 750 rpm. is this normal? i heard a few other trucks like the same year and none of them do it. once in a while when im driving and i lay into her a bit shell stick. and i mean stick. in winter its scary because ill have to do brake torques to slow her down. shell maintain fuel as if i never let off pedal. sometimes for a city block or two.

mine does it, not sure if it's 9 seconds but it will do it. usually after a wot hit. i always thought it was because there was no blow off valve so when the boost is up the engine wont decrease rpm til the turbo quits spooling. not sure, but that's what i thought it was. can be scary in the winter trying to get her shut down. it will do it at idle too, but i couldn't tell what that's about, kinda doesn't make reving it up too cool when it sticks wot for a few.

pull the tunners/programmers off... once truck is back to stock programme then try.... bet its the programmers, which are adding extra fuel causing the idle issues.

Heavy fly wheel is my guess. I stepped on it one day and the truck started sliding but I couldnt stop the truck when I hit the brakes because the motor stays at such high rpms.

That's too long , mine goes back to down to 900 or so instantly, then settles down to about 750 in a second.

If you go WOT and let off it takes a few seconds for the RP to come down. This common and more amplified by performance tuners.

from what i have heard it is to prevent the the turbo from farting, it sounds wierd but on my 04 superduty with the 6.0 if i let off real quick after getting on it it the turbo would make a farting sound.

I have turbo, smarty, mp-8, tst, heavy flywheel, double disc clutch, etc. My engine always "snapped" very crisply.

However, my rpm starting hanging high as well, and would take several seconds to come down sometimes.

I sent the injectors to Don for upgrade, and it fixed the problem, even running more rail pressure than before. I think my injectors had a dribble problem...
