Wastegate Arm fell off of turbo at housing - how does it re-attach?

Wastegate Arm fell off of turbo at housing - how does it re-attach?
How is the Wastegate Arm attached to the turbo housing?
The entire thing fell off. The only thing left on the housing is the end of the shaft. How does the arm attach and actuate the wastegate? I can slip the tab onto the shaft, but there is nothing to hold it in place to actuate the wastegate?
