Valvoline "Fleet Plus" same as NAPA?

Valvoline "Fleet Plus" same as NAPA?
I saw some 5 gallon buckets of the VALVOLINE UNIVERSAL FLEET 15/40 CI4+ today while I was looking around. $62 for the bucket. Is this the same as NAPA universal fleet plus? Parts guy said all Napa oils are made by Valvoline...If so, this stuff did well on the TDR oil tests...
