There are muliple things that can cause this.
1. Is the engine intake heater working ? I assume its cold were your at.
2. Is the engine turning over fast enough ? Starter ? Batteries ?
Sometimes when the batteries are marginal, the hit by the intake heater will knock them down enough so the engine will not spin fast enough. Load test the batteries. Check the grounds on the starting system.
3. Fuel related as you've mentioned, filter good, tank pump, rail pump, injector(s). Any codes ?
If it starts with starting fluid and stays running, and has good power, I would look at the starting items and turnover speed. All starting fluid does make the combustion happen at a much lower temp in the cylinder and lower turning speed.
Using starting fluid is not a good idea.
