when you crank it over do you get any white smoke or smell unburnt diesel in the exhaust pipe?

Any codes? To check codes, cycle the ignition key as follows: on-off-on-off-on (and leave it on the third time). The odometer will display error codes if any are present.

Hope this helps.

Well, "P2509 - ECM/PCM Power Input Signal Intermittent" That would certainly cause a problem. Are your batteries in good shape? You might want to check your wiring harness to the ECM (mounted to the engine on the drivers side) to see if there are any loose, missing or chewed-up wires.

can you jump it or doesn't it start at all? when my cp3 went, i could start it, but i ran rough for about 10sec. then smoothed out. my cp3 was bleeding off pressure and allowing air to leak into they fuel system.

It bothers me that you couldn't get power from your stock lift pump harness. Also, the code 2509 may have something to do with that issue. It sounds as though the driver for that signal could be faulty in the ECM which is what could be causing it to not start. Also, why did you have to charge the batteries? I hate to say it but if you had to charge the batteries then they are probably no good or not good enough. I would try to clear those codes and see if they come back up. They may be related to your original lift pump going out. If they don't come back up then you may be buying a couple of batteries.

NEW UPDATE!

new batteries did nothing. Either got it to fire up. would not push mure than 1500 rpm to the floor. very little response from the throtle. now showing codes 0628,2509,2146,2149. would idle forever with no problems. 30 mph at idle in 4th gear got it to the dealership. 99.9% sure the problem is in the ECM. any other ideas?

628 is the lift pump voltage. So your harness or signal is messed up. 2146 and 49 are injector banks voltage. So, your harness or signal is messed up. The 2146 and 49 could be the wires shorting to the rocker cover. Some guys have experienced that. If none of that checks out then it could be your ECM. Hopefully someone with knowledge could jump in here.
