Fuel rail issues

Fuel rail issues

Hey guys, I need some information i have an 03 ram 3500 / 5.9L diesel. I am having an issue, where the truck does not want to start with out being plugged in. I have been doing research and have found that going off of suggestions from the dealerships people are dropping 3 grand on there trucks to replace fuel injection pumps, with no fix to the problems. It seems like the fuel rail is bleeding down in the off position. My question, is there a spot to put a manuel gauge in the common rail, if so what pressures should i see on the rail during a start up.
