Yes and No. If your speed control is vaccum operated No, if electronic then Yes. TSB http://dodgeram.info/tsb/2004/18-004-04.htm is required to flash ECM so high idle can be enable. Check under drive side battery if vaccum controled you see the vaccum can under there. I think SO's are vaccum and most not all 03/04 HO's are electronic.

Then there is the old stand by, broom stick cut to proper length to power seat

 

i went into my dodge dealer to have my ball joints checked out and in the prosess of doing that i was asking questions about the truck..he checked a couple of things for me including the high idle thing and enabled for me..... my jaw hit the floor...one cause i had know idea the truck would do that. the second thing was he didnt charge me at all...i even asked him what i owed him..he said nothing.....dodge wants this enabled on the trucks...cool i said THANKS!!!!!!!!
