You are thinking of an old mid-second-gen era TSB that came after some trouble with Fram filters, if my foggy old brain recollects correctly there was also a similar first-gen era TSB after some problems with Wix.
First of all, D-C cannot force you to use a specific filter without providing it at no charge. Second, they cannot refuse warranty services unless they can prove that the specific filter you used is responsible for the problem. Unfortunatey, these cases have a reputation of turning into you proving that you are innocent rather than the manufacturer proving that you are guilty.
The real answer to your question is that most people on this board find comfort in using Fleetguard filters since they are a Cummins product, reasonably priced and easy to find.
Baldwin has a very good reputation in the trucking industry. I would not have a problem using one on my truck.
Although I choose to use Fleetguard, I seem to remember that Fram and Wix redesigned their products as a result of the findings that led to the TSB's.

ive read that u cannot get a better filter then a fleetgaurd stratopore.
Thats all ive been using for past 5 years. another good choice would be the donaldson extended life line of filters.Donaldsons is oem on most big trucks, and has a great reputation.
