It turns out that I have a Canadian truck, which means daytime running lights. Feel free to disagree, but this is something that I personally cannot stand! I am on a quest to disable them now. Has anybody else done this? When the parking brake is on the lights aren't, so I may check into disabling them in that manor.

You can unplug the module on the front drivers fender well but the only problem with that is you wont have a high beam indicator. The lights will still work high and low beam just the indicator on the dash doesnt.
As mentioned you can unplug the module on the drivers side front fender. If you search hard enough you should be able to find a thread that explains how to put a jumper in somewhere to restore the highbeam indicator light on the dash.
I may use this route as a last resort, but for now I'll look into making it think that the brake is on. I'm thinking that it may simply just ground a wire when the brake is on, so if I'll just make that wire grounded all the time. We'll see and I'll post what I find.
i know the US trucks can have the DRL's enabled by the dealer, or disabled after being enabled.

another way to do it is find the ground wire that feeds the drl module for the parking light and ground it. That way...the module is still plugged in and the light works for the hand brake. I too disabled mine as I seem to have a problem with control lol. Hope this helps

I just did this but the high beam indicator still doesn't work.
Hmm, weird. The DRLs don't work anymore, but neither does the high beam indicator light. I have it jumped as shown, with a good connection. I wonder if there was a change sometime between your '96 and my '98. There are only so many possibilities. I'll probably just try all of them until the high beam light works.
