This is really annoying. If I take off hard I have NO problems with how it shifts.
But, I try and take off slow or normal 1st gear holds and shifts good but when I hit 2nd gear it IMMEDIATELY shifts into 3rd. I can get into 3rd at 12mph! Gov. solenoid? band adjustment? any other things that it could be?

Sounds like time for some band adjustment.

 

TV cable needs checked/adjusted. Too much slack.

 

Mine used to do that. I'd say a TV cable adjustment would help.

It is already adjustable.

 

Cable from left side of tranny goes to APPS on left front of engine. There is a button (hidden on back) that allows auto adjust of cable. Proper adjsutment is any movement of throttle causes conrresponding movement of throttle lever on side of tranny. No delay and not being held partially open.
This should resolve quick upshift. other possibility is gov soleniod and pressure transducer on valve body.
