Question Very very slow first 15 minutes or so

Hello,
I already posted this in some other forum and got some help...I also would like to see if anyone in this forum can have some pointers for me...

This is my first post ever in this forum...

I have never owned a diesel truck before this. I don't really know anything about diesel. so if I sound ignorant, please forgive me...

I have a 2001 Dodge diesel dually 4X4 quad cab, 6 speed. Truck starts fine, but boy...it is slower than mule first 15 minutes or so...I do not hear turbo kicking in during this time...Max RPM I get is around 1700 and most speed I get is 25 MPH. This lasts around 15 minutes or so, then all of a sudden, something happens, and truck runs fine...But, even after running fine, once in a while, even when I am doing high speed, i loose power and RPM goes down to 1700's again...But, all I have to do is down shift and I pick power back up..
During initial 15 minutes, when truck is running really slow, if I shut down the ignition and start right back up when truck is moving, then I have power for 20-30 seconds, then slows down again...
I was asked to read codes with ignition swith 3 times on/off ...Here are the codes..

P PCU
P 1693
P DONE

P ECU
P 1287
p 0216
P DONE


My mechanic is a gas engine guy and he is not sure what this is...
Could you please give me some pointers?

Well, the P0216 is generally considered the "death code" for the VP44.

The P1287 code is listed as "Fuel Injection Pump Controller Supply Voltage Low". This code will also cause the engine to derate, which would explain the no power problem.

You may want to check the connector on the injector pump and make sure it is seated properly. If you have a poor connection, this might explain the 1287 and might save you from having to replace the injector pump.

I agree with Aggie, check your connector first make sure the pins are tight in the sockets, not loose or pulling out. Usually the death code, 0216 is there by itself, but I think my truck had an odd code in it to when the vp44 died. I could cycle my key off-on while rolling down the highway and the pedal would come back and I could go for miles. Do you have a fuel pressure gauge in the truck? If so what kind of pressure do you have? Idle, wide open throttle?
