truck will not start, PLEASE HELP ME!!!!!

So here is my problem the wires on my lifter pump were cut a few months ago so I used wire connectors to get the 2 wires put back together that connect to the plug. Well yesterday my truck started sputtering on the way home so I checked and one of the 2 wires had come disconnected again. So this morning I pulled the other wire on and reconnected them with better connectors and bumped the starter to activate the pump and it turns on and it will fill the fuel filter canister with fuel but then the fuel level in the canister will go back down like its draining back down into the fuel pump is that normal?? Anyways I am not able to start the truck it cranks but will not fire up, please help me its driving me crazy. If the fuel is draining back down into the fuel pump is that an indication the fuel pump is not producing enough fuel pressure to keep it from draining back into the pump??? What's my next step and how much is a fuel pressure gauge cost and where can I get one?? The truck was running fine a few days ago. I did notice the rpms slightly surging at idle a few days ago. I'm at a loss as to what this problem could be. Oh and I hooked my code reader up and got these 2 codes not sure what they are, p0121 and p1689.

No, it is an indication there is a leak in one of the lines, most probably the rubber portion, but you can't rule out any part.

How fast does it drain back down?

Thanks for the reply, well when I bump the starter it fills up the fuel canister and over flows and then it will turn off and the fuel in the canister drains down about 2 or 3 inches. So I know the fuel pump is feeding fuel to the canister but my mechanic can't figure out why its draining out of the fuel canister. He said the fuel should come up into the canister but should not be draining back the other way. I am so frustrated. What lines are you talking about cause there is no fuel leaking onto the ground at all???

Ok, so I assume this is a 2000 to 2002 model? Go ahead and put the fuel filter back in, close the filter assy. up, and bump run the pump 4 or 5 times, this should prime the system and VP44. You will probably have to crack the injectors at 1,2,and 3 and crank it over until you get fuel, she should start rough, and clear up. I actually usually am by myself, so I leave the first 3 lines loose until it is running, then tighten them.

I am pretty sure the fuel is just filling the VP at this point, eventually it would quit dropping the 2-3 inches.

I have been trying to get it started since yesterday have bumped the starter over ten times at least and it still will not fire up. However I have not cracked any of the injectors yet. So I guess I will try that now. My mechanic will be here shortly.

Ok, but have you bumped it with the filter assembly back together correctly? If so, then yes, the next step is to crack the first 3 lines ( thinking back, I might do 1,2 and 4 I seem to remember 3 being difficult to get to ) and roll her over.

Omg!!!! Thank you so much for suggesting i open the injectors it worked like a charm. Just in time too cause my batteries were almost completley dead from cranking since yesterday. Thank you again for all your help i really do appreciate it. Saved me from taking the truck to a shop and getting raped.
