Could be only your torqe converter locking and unlocking.
You can try checking all your grounds (batteries, etc.) or adding a noise filter from DTT ... they're around $35. You might want to check your codes too. I had the same problem, added the filter, went through the grounds. Turned out it was my APPS. I've replaced it and all is fine.

I had the same problem a while back. The rpm would bounce up and down whether I was in OD or not. In my case I performed the ground wire clean up to the computer and presto the problem was solved. If you search, you will find detailed explanation and procedure. I cleaned all battery grounds and chassis connections. I also ran a ground directly from the battery to the ground connection of the computer (mounting bolt). 1 hour work solved my problem, hope you have the same sucess. It's nice when a cheap fix actually works!

Deezel, these guys have sent you in the right direction. I have experienced this numerous times through the ownership of my 99. I have done as they have said, cleared codes, cleaned grounds, replaced the TPS, & did the APPS reset procedure several times. The last time this happened, We found the most common wire to work loose, loose on my truck. It is the ground on the back of the alternator. A friend of mine who works on these everyday, said the alternator wire is usually what he finds to be the culprit. The alternator has a wire on it that runs directly over to the TPS. So check it out. Don't over tighten either. I have already broken one in frustration.I hope this helps you out. Also, clean your battery post real good & make sure they are tight.
