have you checked the lift pump? if the Ip has to suck the fuel instead of having head pressure from the lift pump that is a common problem.
also, isn't there a one-way valve so the fuel does not drain from the fuel lines when the truck is not running? i think i remember reading about one, but hopefully someone will chime in soon!

I have changed the lift pump and filter I have not yet checked the check valve but if the check valve is on the return line would it still make it hadr to start it runs fine after the truck finaly starts.

Also If I just click the starter I can hear the pump pumping and when it stops it will start up fine I just want to fix the prob so I dont have to do that

the lift pump running on for a bit is exactly what would happen if the lift pump needs to prime (or charge) the fuel system after the lines drain.
when you change the fuel filter the same thing happens - you lose prime. that's why you must intentionally bump the starter and let the lift pump cycle a few times to fill the fuel filter bowl, purge any air from the system and prime the IP.
