Any leaks on any of the intake side connections? What are you using the disable the wastegate on the HX35?
A dirty intercooler could cause higher temps, but not lower boost numbers. If you have still have the blowby bottle up front that isn't regularly cleaned, you may be getting a film of oil on the intercooler and rad fins that is holding dirt and preventing proper cooling.

I have an elbow on the turbo that has a set screw to adjust, or close the waste gate. I had the front torn apart to check the radiator and its not plugged. I wish that was the answer!!
