Re:To drain or not to drain....
Here's a few things to try.
Crack the top of the filter houseing, no, not break it
, but loosen it a little.
Bump the starter with the drain open, breaks the vaccum in the cannister.
Exercise the lever a bit, sometimes thing's stick.
I've never been able to get anything out of it, like when I checked for water at "every fillup" like the manual says
, till I changed my filter the first time, and drained it with the cap loosenend.
20 oz plastic soda bottle works great to catch it all, sits perfectly on the front differential, and keeps the fuel from going all over the ground, you can then let it sit for a bit to see if any water seperates, diesel will float on the water.

Re:To drain or not to drain....
Woof..You don't need to "crack" the cap on the fuel filter. If you do you might break or get the rubber gasket out of position, and you will really have a mess. In order for fuel to come out of the drain, either turn the ignition on and run the lift pump to pressure up, or start the truck and run the truck. If the truck is running, and you open the value, it might get stuck open because of the pressure, and you will have to turn off truck to get it to stop. The best time to check is immediately after running the engine, or at fuel refuel. You only have to open for a few seconds. If you change your fuel filter every 15,000 miles you should have no problems, unless you get bad fuel somewhere. I have heard of people openning and draining at every fuel refill (too excessive) and getting the valve stuck in the open position. You are then screwed!~

Steve
