Water Drain not Draining

Posted this in 3rd gen forum but hopefully will get more replies here. I changed out the fuel filter on my 2004.5 yesterday. Opened up the drain valve & nothing came out. Pulled filter, & filter canister full of fuel. Replaced filter, cranked up motor & opened up valve - only a tricke came out. What gives?

Also, when I pulled the filter from the cap, the plastic part of the filter that snaps into the cap stayed w/ the cap. It's like the filter came apart. Makes me wonder if it were coming apart for a while now.

Finally, what is the fuel flow thru the filter - does the fuel come in the center of the filter & get pushed to the OD or the other way around. Also, the fuel that stays in the bowl - will it be refiltered, or is it already filtered & on it's way to the CP3?

I worried that I am trashing my CP3/injectors - HELP!!!

is there any gunk in the drain hole?

what filters are you using?

Did not see any gunk - but maybe it's in the valve. I think the filter was a NAPA brand.

The fuel that is in the bowl - will it be filtered again, or is that the fuel that goes to the CP3. I thought that the fuel goes to the CP3 via the tube in the middle, in which case, the fuel in the bowl will be filtererd (hopefully that's the case).

not sure on 3rd gens. but 2nd gens go from outside to inside. as do almost every filter of its design. you should be able to remove the drain and clear it out. dirt can clog the drain tube if your in dusty conditions. or junk from your fuel tank. sometimes if the fuel pump is running and you play with the valve it will clear, but this can make a mess. if all else fails. there pretty cheap at cummins.

Would you have a part number for this valve? Should I try cleaning the old one first or just replace it? Anyone have any directions for removing it? Does it seal w/ a gasket or o-ring. I'm thinking that I can reuse an o-ring, but where would I get another gasket?
