Radiator drain valve won't drain

I am moving the puke bottle and removing the rad to pressure wash it and turned the drain valve to drain it and nothing happened. Some dirt fell out when I moved the plastic valve but no fluid, ended up siphoning the antifreeze out. Question is which position SHOULD the drain valve be in to seal??? Vertical or horizontal??? It was vertical to start with, but logic tells me it should be horizontal...
Help?

Unhappy

Be VERY careful with the radiator. It does not take much to put a hole in it.
Do not ask how I know.

Push it in and turn it clockwise like most other on/off valves. It will seat all the way to the left. Don't over tighten this plastic wonder as it can get brittle over time! Kurt
