radiator drain valve clogged
Is it truly clogged or did you not actually open the drain? When you turn the plug, you need to pull it out as well. If it just turns, then it won't drain. It will come back a noticeable amount when you turn it.
If it truly is clogged, try sticking a zip tie up there and seeing if you can free it up.

I'd be careful with the plug, especially if it's seized on like that. I'd be scared that it'll leak, or worse, break off. Another way, that's quicker as well, is to pull the lower radiator hose off. That's not real easy either but at least you can pick.
I would pull the hose. I have had nothing but trouble with the plug, it is a really bad design. It strips easily unless you are very careful. If you have already pulled it, get a new O ring for it and use grease or anti-seize compound when you put it back in. Dartmouth12v is right, you have to pull it out about 1/2" as you turn it. You also have to do the right amount of pull as you twist, or, again, you strip it. If you have it out, try compressed air to blow out whatever is in the way.
And wear goggles when you pull on it.. Mine stripped out and came completely out. I got a nice hot glycol shower and flooded my garage. That plug is not a very good design at all!!

i will try to get the plug to come out some, mine just turned 90% kinda like a ball valve. only it started *l* and turned counterclockwise to *-* which is backwords compared to any valve i've used. maybe it was already open?

Same problem here... I opened the port and not a drop came out.. Piece of JUNK! I briefly considered pulling the plug out and trying to rod the pluggage out, but realized if I screwed-up the plastic sealing surfaces, I'd be out a radiator! I tightened it back up and left it alone... Best to pick your own battles...
Just go get a roll of vinyl tubing from Home Despot and insert it down the radiator cap port as far as you can and siphon the majority of the coolant into a 5gal bucket.. After the siphon breaks and no more can be drained via the tubing, NOW drop that bottom rad hose.. A much smaller hot green shower will result.
