VE pump replaced, truck only starts with throttle depressed
Hey guys!
Just replaced the VE pump on cousins truck and now it won't start. Bled the lift pump banjo bolt and injectors, the truck will only stay running with the throttle depressed. Would this mean the throttle index is off? When we put it back on I thought it was perfect, so I'm not sure. It also seems like #6 injector isn't getting as much fuel as it should, but I'm not positive. My cousin tore the FSS plunger to install the shut off cable, incase that makes a difference. Thanks for any help!
Pulled #6 line all the way off, getting next to no fuel

We pulled the top off the throttle to see the indexing and it was off, I'm guessing it's from when we bolted it back on? Anyways, we left the top spring loaded part (sorry for the poor part name, no idea what it's called) turned the index back to how it was, and still nothing. Pulled #6 line from the rotary and primed the lift pump, not getting any fuel. Does that mean there's just that much air in the injection pump? Because we've tried bleeding the system quite a few times.
It should clear any air out of the IP pretty quick, as long as the lift pump is feeding it.
You're sure you got all the plunger pieces out when you put the shut-off cable on it?
When my FSS wire came loose it would idle fine, but jump and chug and act crazy when given any throttle.

if you left any rubber on the plunger, it will still seat and no fuel will flow. take the plunger out and reinstall the solenoid. some guys would sand the rubber down to just 1/6" or less to get more flow when the plunger was in the up/run position. that`s why they always say to take the plunger out when you`re going to run the cable shutoff. good luck.

Fully removed the plunger then ran the lift pump, still not getting any fuel out of the pump for #6. Have no idea what to do next?
UPDATE: Rotated the engine until the "E" and the "O" on the gears lined up, got a couple pumps on the lift pump until it stopped springing back and it did push fuel through #6. Rotated the engine a little more for the lift pump to regain prime, then no more fuel out of #6.
