Hard to turn steering wheel with brake pedal depressed

I just changed my power steering fluid and added the Lucas power steering fluid additive. It used to be that it was almost impossible for me to turn the steering wheel if I was completely stopped. If I was moving (even just a little bit), the wheel would turn fine. Now, I can turn the steering wheel at the stop so long as I don't have my foot on the brake pedal. If my foot's on the brake, I can be cranking on the wheel and no-go. But the second I take my foot off the brake, the wheels turns right over. Suggestions???

If you're just idling the ps pump isn't putting out enough to operate the hydro boost and the power steering at the same time.
Bet if you press down on the accelerator it will work.

So does that mean I need a new "hydroboost" or are these things just week from the factory? Anything further I can do to increase my ease of steering? Thanks for the input.

You can try cleaning the screen and switching to synthetic fluid. Picture is the bottom of the pump where the screen screws in.

From: Rush Springs, OK.
My 99 started squealing a week ago today,the brakes were acting up also.Replaced the PS pump and then found out the steering box was bad also.
O'Rilleys PS pump $79.00, Steering Box $179.00- Lifetime warranty.
I use royal Purple PS fluid.
210,000 miles - I can't complain.
