ve pump

ve pump

i have a 1989 dodge cummins when i bought it it idle at 1300 rpm and still does how can i idle it down tryed idel screw and a 1/4 turn out on power screw

Have you disconnected the throttle linkage when adjusting the idle? Perhaps it's set too tight and not allowing the throttle position to drop back to it's proper resting spot.

problem seems to be in pump

Has someone been inside the pump for any reason? Most likely it's a throttle indexing problem then.

not that i know of arm does not touch idle screw.

Is there a return spring on the throttle lever? With the throttle linkage disconnected can you push the throttle lever back against the stop?

Yes their is a spring and it is working when you move the screw idle dose not change and throttle will stop hitting linkage if you turn it far enough

Sounds like it may be an internal issue, poor indexing on the throttle lever, or maybe the gov spring was installed incorrectly, or other internal issues?
