Turbo rebuilding

Does a specialist have to rebuild a turbo? I ran accross a dirt cheap HX35 that needs a rebuild (guy ran it low on oil n burnt up the bearings)

Where can I pick up a rebuild kit, how much, and whats in volved? Specialty tools? Thanks!

HTT will sell you a rebuild kit. Holset has PDF service manuals available for free download on their website.
