Trying to fix overdrive
When it first went out I thought it might be the TPS so I put a delete kit on. It went in a few times for a couple seconds then quit working again. The speedo was acting weird at low speeds so I put in a new VSS. After I did that overdrive came on for a few miles this time and then quit. The speedo still jitters around at low speeds. After that I cut the green ground wire on the side of the tranny that goes to the ECU. I wired in a toggle so it goes from the ground on the battery through the toggle and in to the tranny in that wire I cut. While I was installing the toggle the wire that goes into the tranny got caught on a hot bus bar in the fuse box. The wire got pretty warm before I got it free. Could have that fried the OD solenoid? Is there a way to test it, cause it still doesnt work.

No way current flowing through the wire and the solenoid would heat up the wire. You have something else going on.
Solenoid can be tested with an ohmmeter. I'd guess it'd be somewhere between 3 and 8 ohms. 0 or open of course would be bad. 0 would indicate a short inside the transmission.
Or you may just have it cross wired some way.

I unpluged those two wires from the side of the tranny and stuck an ohm meter on those two prongs. It had a good reading.
BTW before I stared all this with the ground wire the AC quit and its not charging the battery right.

A/C,charging problems, and OD issues all point to an issue in the CPS (crank position/rotation sensor) circuit. The sensor is located to the right of the balancer below the #1 valve cover. There is a plug-in connector just in front of this valve cover that has been known to come loose, also.

turns out I did cut the wrong wire. I got it workin now I need to figure out I can do the same ting to the A/C cause I'm sick of replacing high dollar sensors.

You can make everything except the cruise control work without the CPU. There are several write ups on this in the sticky section. As was said earlier you might check the crank sensor wiring that seems to be a big problem with the 92 -- 93 truck. That's in the sticky also. Just my two cents, Mike.
