Tools for timing

I am planning on buying a timing kit for my 97 CTD wondering if it will work to do the timing on my buddy's 91?

whats a good spot to set his timing at? same is my p-pump 16* or so?

We go by plunger lift @ TDC.

What kind of mods does his truck have?
