speedometer and odometer not working

speedometer and odometer not working

Worked some more on the 92 today, I pulled the dash and got a look at the speedometer, it does not have gears inside but a electric motor that turns the odometer and another one that turns the speedometer but looks like a clock. I pulled out everything I could and cleaned the electric pins, etc. Now when I put the key on the run position the needle goes straight to 25mph and no mater how fast I go when I drive it will stay right there.
I also pulled the gear at the transfer case cleaned it and put it back together, it all looked fine and all turned just fine. I followed the wires going to this sensor and the one on top of the TC back to the main harness, the wires look fine with no cuts visible.

I'm a bit lost as to what to do now to get this to work right. Thanks for any help.

Also on an unrelated note after I put a paper clip on the tranny temp sensor it feels like it does shift to OD now.

Shall I assume this is a cluster for 93 dodges? I has no gears on it but it all looks stock.
