short in fuel heater? fuseable link burnt

Yesterday I went to start my 92 and while the grid heaters were warming, a fuseable link that is orange burnt up and then everything on the ignition circit went dead. I have since replaced it with a fuse block, and it pops the fuse the first time I start it in the morning. Where is the short? I tried starting it with the grid relays unplugged and it still poped the fuse. I think that it is the fuel heater but not real positive. I unplugged the fuel heater today and it started right up but I will try again tomorrow.
Any thoughts?

There should be two orange fusible links. What color is the wire coming out of the burnt one? It should either be red or pink and black.
