No, you cannot rotate the housing until you fully remove them and remove the roll pins. The roll pins prevent rotation of the housings. Once the roll pins are removed you can just loosen and rotate.

A solenoid should have 2 wires (i have never personally seen this solenoid though), one wire needs 12v and the other needs a ground, doesnt matter which way as they just go to a coil inside the solenoid.
