It could be the drain valve. Play with valve a little and see if it leaks less, thats what mine did. Was like it could'nt seal tight sometimes. When the drain valve on mine wore out, it would leak quite a bit sometimes, I just ordered a new one at a cummins dealer and it came with a fleetguard filter too.

Was also gonna say, on the bottom of the filter is the drain valve for if theres water in the filter. The primer is on the lift pump, down below the filter, has a priming lever if its stock.

You could always go with the longer fuel filter that eliminates that valve and the WIF sensor. That's what I did when mine started leaking a couple of weeks ago.

IMHO, That drain valve / water in fuel indicator sensor was not thought out over the long term. I fumbled and fiddled and ****** with mine and never could get it to re seal. I ended up using a Fleetgaurd FS1251 filter, still has a drain to drain out any water, but it doesn't wear out because you replace it every time! The picture doesn't show the 2nd gasket that goes on to the threads but it is there!

Right after I posted that, I remember having to replace the gasket above the fuel heater, That's the disk / plate type thing that the fuel filter threads on to. IIRC you just un thread the male end threaded unit and that will let the fuel heater drop down so you can service that gasket.

Fleetguard or Baldwin #1221 fits but are quite a bit longer. They have a water drain on them as well.

I've been running the Baldwin one for years without problems. No WIF to fail or WIF gasket to leak.

If its leaking from the top of the filter check the seal on top of the fuel heater, make sure the the stud that the filter threads on to(holds the fuel heater in place) is tight, make sure there aint fuel leaking from the fuel heaters wire connector, make sure the seal on top of the filter is good.
