I decided to do a power brake burn out as a test.

held the brake, increase throttle a bit, then released and slammed accelerator.

the engine coughed and sputtered ..

once it is rolling the engine responds like normal, but from a dead stop its spittin and sputterin..

has new lift pump and fuel filter.

ve pump replaced maybe 6 months ago.

No, there is no way it could involve the ECM at all. The ECM only controls auxiliary stuff like the A/C, OD, and the charging system. It has nothing to do with operating the engine, you could unplug it and the engine would start and run as normal.

Does it start easily? If not I'd suspect a leaky fuel line or lift pump.

Try changing the connection at the fuel shutoff solenoid to a ring terminal. Flaky connections there cause all sorts of weirdness.
