Corroded fuel filter
I'm sure it depends on what quality of fuel one putting in their truck, so considering, how long or what does it take for a fuel filter to look like this?
I just took this off my new to me 93.

The key phrase is "new to me".
I am assuming that filter was on the truck when you got it.
I have seen plenty of BRAND NEW IN THE BOX filters a lot more rusted than that one.
Here is what happens :
John Q. Farmer, being somewhat of a money-minded miser gets a good deal on a dozen filters.
He sets said box of new filters over in the corner of the milk-house.
The cows get out, his spoiled daughter has a wreck, and the combine ruins a drive tire; meanwhile, the milk-hand has hosed down the milk-house floor, after each milking, just like he is supposed to, paying no mind to the fifteen boxes of strainers, twelve cases of iodine, and fourteen cases of bleach, along with the box of new filters, stacked over in the corner.
On the milk-house wall hangs copies of the last three inspections where he was "written up" for storing stuff in the corner, where nothing is supposed to be, along with the big hole in the screen, water-heater not turned up high enough, and the long-hair cats lounging in the tank-room.(That last may explain why you sneeze whenever close to milk.)
Over time, mice eat the plastic off the new filters, more floor washings, the box is starting to come apart.
Then, one day, the truck quits; the hired man is sent to find those new filters and comes back with the least rusty one, dumps out the water from washing the floor, and our money-minded miser screws it on; " it'll be okay, I'm gonna sell it in a couple months anyway."

Nothing like starting the morning off with a good laugh. That was beautiful. I think the only part you got wrong is that the guy I bought the truck from was named Bill not John.
