Does it do this even with a warm engine? If it only does it cold then the KSB system is not working.

You should have power to the KSB switch any time the key is on, power actually comes off the shutoff solenoid. If you don't have power after the KSB switch and the intake temp is below 90 degrees, the switch is bad. If you have power at the KSB solenoid at the pump, follow the directions in the thread for testing the solenoid.

There is an intake heater. The 2 relays are located on the inner fender on the drivers side. This kicks on when intake air is 59F or below. It's the wait to start function and after starting it continues to cycle until the intake air is above 59F.

The ksb soleniod is below the injector pump and is powered while the air temp is below 90. When the engine is cold, there should be voltage to the KSB solenoid soleniod. The enigine will also have a different sound to it while the KSB solenoid is energized.

If the engine is cold and you're not gettin power at the KSB, but there's power to the switch, then the switch or the wiring is bad. Check the resistance in the harness between the switch and the solenoid. It should be less than 10 ohms. If that is OK, then the switch is bad.
