Here is a diagram of the spring in with other components. The 3200 RPM spring is stiffer than the stock one.

The 3200 RPM spring is much stiffer than the stock spring. As you can see from the diagram, a stiffer spring will give you more control over the position of the governor lever - this means much quicker throttle response. Even though the spring doesn't add power, it makes the truck feel much stronger. It's worth it for that alone, the extra 600 RPM is gravy.
