sounds like it could be the rear wheel antilock brake computer ... as i understand it controls a pressure bleeder (like proportional valve) if it screws up can cause all sorts of wierd problems.... my 91 gas pot had similiar problems as you have explained... it was replaced and my brakes signifigantly improved ...... is you abs or brake light on??

i cant remember if my warning lights came on or not .. i think the rwal computer was only $150 or so canadian when i bought a few years ago....
an adjustable proportioning valve would be the way to go if you had the time money and patience/knowhow too install and setup.....
good luck

Just want to second what Farmer0_1 said about blocking lines and checking. The best brake trouble shooting tool I have is the brake line plug(s) that I made by kinking over some brake line and soldering it shut. Makes isolating a brake problem go pretty quick.

As mentioned start by blocking off both the primary and secondary ports on the master and see what happens. If the master and booster are ok your pedal should hardly move and be almost rock solid.

Then just work your way out.

Brake problems can be such a chore.

Good Day,
JP.
